How dark is the dark web?

Not very dark at all. And no, you wont actually find contract killings there. The dark in dark web does not mean evil or sinister. It means anonymous. The Tor dark web was created by the US government (specifically, the Defense Advanced Research Projects Agency and the Naval Research Laboratory, with funding from the State Department and the National Science Foundation) to create a secure, anonymizing network with two primary goals: To be usable as a secure communications channel by government or military in the event of a disaster that wipes out military networks; and To get information into and out of totalitarian countries with repressive governments that restrict or censor Internet access. Today, it is developed by the non-profit Tor Project with funding from DARPA, the State Department, the National Science Foundation, Mozilla, Princeton University, and others. People who believe the dark web is a sinister place of evil and murder and red rooms have been watching too many B horror movies.
